What is AIACT.IN?
It is a draft private bill, which I had long drafted for the first time and published on November 7, 2023, previous year. Mr Sanjay Notani, President of the Advisory Council of the Indian Society of Artificial Intelligence and Law had encouraged me to draft an AI regulation since 2021. I am grateful to his push, that I did draft the first version in 2023.
This bill is a simple, open-access way to gather feedback from technology, policy and law stakeholders to understand how different facets of AI governance, ethics, and regulation affect our lives
What does the Fourth Version really entail?
1️⃣ I have proposed a simple statutory framework on how the Ministry of Electronics and Information Technology may conceive the India AI Safety Institute (AISI), with composition, and functions only to keep it simple (Section 10-A).
2️⃣ I have proposed a simple framework on Transparency and Accountability in AI-related Government Initiatives and Public-Private Partnerships (Section 20-A) under the Right to Information Act
3️⃣ For the first time, the draft law suggests international cooperation framework in Section 21-A. with special reference to tax incentives.
4️⃣ The proposed National AI Ethics Code (Section 13) now has a sub-section (6) on Fair Access Rights in the AI Value & Supply Chain. This was a hard choice because such economic law facets cannot be represented as absolutist, nor can we ignore them. So it is non-binding, yet a softer way
5️⃣ Section 15 on AI-related Contract Guidance Principles now has Consultative Principles on drafting AI-related contracts, when it comes to the AI Value & Supply Chain
6️⃣ Issuing advisories on substantive legal issues around the conceptual recognition of AI in four facets - issue specificity, legal & fundamental rights, ethical systems, and human attribution (Section 4).

2️⃣ Content provenance methods and repository of forensic methods
3️⃣ Professional indemnity, cyber risk, and general commercial liability insurance to protect against risks associated with inaccurate AI-generated content, data breaches, and third-party liability (Section 25)
